I just had a guy in my office come to me with this one. I searched all over to see who had the fix but found little explanation. I CAN tell you that the first thing I tried was to go into his Vista Startup Repair through his preinstalled recovery options. IT WORKED!! As soon as it completed the Startup Repair and rebooted, the problem went away with no other issues again. More info on how to get to Startup Repair can be found at http://windowshelp.microsoft.com/Windows/en-US/help/5c59f8c1-b0d1-4f1a-af55-74f3922f3f351033.mspx .
I hope this works for you.
