It looks like you guys got this sorted out, but this didn't work for me, so this is for the wayward Googlers who end up here. I had these same symptoms and nothing I found on support forums seemed to help. I imagine the Startup Recovery might have but my PC manufacturer didn't see fit to give me that option (their recovery just reinstalls everything and wipes out your data. Nice!) Anyway, I think mine ended up being a corrupt file in the Recycle bin folder itself, and I managed to almost fix it like this:
Disable the Recycle Bin
Show hidden and system files
Open the C drive
Rename $Recycle.bin to something else (I used Recycle.bin2, no dollar sign- doubt it matters)
Re-enable the recycle bin. This will create a new $Recycle.bin which hopefully isn't corrupted
Hide hidden and system files (if you want, anyway)
Now I'm able to send files to the Recycle Bin again, the only issue left is getting rid of the old corrupt one. That should be relatively easy, though. Now off to copy and paste this to a few more forums!
I just had a guy in my office come to me with this one. I searched all over to see who had the fix but found little explanation. I CAN tell you that the first thing I tried was to go into his Vista Startup Repair through his preinstalled recovery options. IT WORKED!! As soon as it completed the Startup Repair and rebooted, the problem went away with no other issues again. I tried using startup repair as suggested my the url above, however it did not work for me. My system now give me nothing, just a blank screen with the pointer (in all modes, ie. Safe mode etc...).

did you try this below steps?
- Boot from the Windows Vista disk. - Click on System Recovery Options - Click on Command Prompt - Type chkdsk /r and press Enter.
