CRL STOPPED WORKING WHEN I RUN PEAR.BAT

however i want to use some pear php scripts to connect to a database etc . but everytime i run pear.bat i get a message saying "crl stopped working". this also happens if i run it from the cmd prompt. i would paste and error code if it
