Dialog Box Interference

When a dialog box opens (printer options, etc) it freezes access to
underlying program (even if it is not the program that opened the dialog
box). If dialog box opens another tab in IE, that tab is not accessible as
long as that box is open.
Any way to get around this?
Using Vista Premium Home. Does not happen with XP or 2000.
