Enlightenment : primary residence mortgage cannot be modified or restructured

I was getting my daily dose of NPR on my way to work. Reporter goes on to say that primary residence mortgages cannot be modified by the bankruptcy judges. Fine. Next thing, she says is what took me by surprise. If you have a second home and you file bankruptcy, chapter 13 of the Bankruptcy Code allows your mortgage to be modified by a bankruptcy judge.
