    try Un-install IE Enhanced security from Windows Components. I had this problem, its working for me!

    Recently I have had the message "windows can't access the specified device, path or file. You may not have the appropriate permission to access the item" This message appears whenever i try to open executable files so I'm rendered helpless. I can't change anything on the control panel either. I've searched the web and found that my problem was due to a IE enhanced security and the solution was to uninstall it from windows components, but I can't use control panel! The other solution was to lower the security setting on local ethanet but that's in control panel as well! I'm the administrator on my account but the other two users aren't, so i can't fix it from their profiles. The security setting also has it so i can't download anything and to fix dats in control panel, i've tried everything and i'm not going to give up but i need some help so i can sleep with a clear mind.

    Another solution was proposed by mike which was; "IE Enhanced security is important on the server as it will prevent most spy-ware from getting installed. You can actually leave it installed and just change one setting in the IE Security Tab Internet Zone called "Launching applications and unsafe files" to Prompt (recommended). "

    Remove IE Enhanced Security worked for me to.

    I can't tell you how much time I've wasted trying to find a way around this problem up to finding this post!

    I'm only working on a development VM so I don't care about the security risks - but I noted after that removal is not nessesary so I would recomend anyone running a 'live' server to take not of those suggestions.

    plz plz plz someone help me i have tried everything that people have commented and still nothing i open my control panel and try clicking on anything and it comes up a error message saying "windows cannot access the specified device, path, or file. you may not have the appropriate permission"

    i don't have a clue what to do i cant get to add/remove new hardware to get to the IE enhanced security i have done the tools, internet options, custom level, Launching unsafe apllications, prompt (recommended) and still it happens ive scanned my pc for viruses no virus i cant sytem restore or nothing and i cba to go buy a new pc some one please help

    there is not ie in a sdd/remove list, the problem still exist

    Control Panel -> Add/Remove Programs. Add/Remove Windows Components Scroll down just a bit. Take the check mark out of Internet Explorer Enhanced Security Configuration. Click Next Click Finish

    I used the security tab under internet options and the lowered the security for local intranet since that is where I had the problem and it works fine now.
