By their nature, Groove workspaces can involve input from many different people in many different organizations, often making many different contributions.  Not everyone will have a clear vision of what the workspace is really about, so it has become something of a standard practice here within the Groove organization to use the notepad tool to create a Welcome page for each workspace.
