IE and addons, and Mozilla?

Every time I open IE my window comes up with the bar and Internet Explorer is
running with add ons disabled.
I go in and all the add ons are enabled but this keeps coming. Help says to
close it and reopen but each time I do I get the same message.

I am running Mozilla Firefox and noticed while I had it uninstalled the
other day that I did not have this issue with ie and the add ons disabled
message.

I also have an issue with Mozilla. Uninstalling and re installing did not
