OAB ISSUES

I have one issue about OAB.... I am using Exchange 2003 sp2 and outlook 2003
If I am enabling cache mode and downloading address book, the address book wont display some contacts ( like steffen , and all contact which is starting with norweigian characters)
I am not facing this problem in online mode
Anybody can suggest me the solution?
