Open XML at ISO

So, just under two weeks now until the 2nd September deadline on the voting for Open XML becoming an ISO standard. While some countries will doubtless stick with conditional approval (traditionally expressed as "no with comments"), the highly respected German national standards body has returned a "yes with comments". This better reflects what many would like to express: that they actively support Open XML becoming an ISO standard, but still have comments they wish to see addressed.

Given how much positive support there has been - including from important UK stakeh
