Setting FD 2.6 to Offline Sets Internet Explorer to Offline

When I set FD 2.6 to offline it also sets IE to offline. This occurs whether or not IE is the default browser. I can not go to IE and do normal browsing. Also, Clicking on a newspaper headline brings up IE with a message that IE is ...
