Temporary Failure message!

Hey!

Below, you will find the message I received after sending an email to
a friend. I'm trying to decide if he lost power, etc. or if I've been
blacklisted. When I click on his name in this message, it says
"FORBIDDEN You don't have permission to access / on this server". I
know he's been having a lot of email trouble (lost service for about a
month, etc) and he lives in a higher elevation, if that has any effect
on his service. I was also wondering if it is coming from his end or
possibly from something that could be going wrong
